Democratic U.S. Rep. Rick Boucher of Virginia, who was recognized for his work on communications, technology, and energy issues over 28 years, was defeated for re-election November 2, 2010 in the voting that shifted control of the House of Representatives to the Republican Party and ended Nancy Pelosi's tenure as speaker. Boucher, who had not lost a race before in his political career, was unseated by Republican Morgan Griffith, the House Majority Leader in the Virginia General Assembly.

Polling during the summer and early fall appeared to show Boucher leading Griffith in their race in Virginia’s 9th Congressional District where the 14-term incumbent had always been returned to office, sometimes--as in 2008--running unopposed. However, much of the difference this time seemed to come down to Boucher’s vote in 2009 for the controversial cap and trade bill seeking to lower carbon emissions.

Boucher lost his home Washington County but carried Montgomery County, which includes Blacksburg and Virginia Tech, for which he long had been an advocate in Congress.
